In this sense, to reinforce the sense of community and based on the motto "in Cascais there are no foreigners," a campaign is underway to appeal to the registration of expatriates residing in the municipality, some of whom have been living in Cascais for 20 years or more.
The process is simple: all foreign citizens are invited to register at the Parish Council of their area of residence. It is only mandatory that they have their situation regularized with AIMA - Agency for Integration, Migration, and Asylum.
For citizens from Brazil and Cape Verde, it is necessary to have legal residence in Portugal for more than 2 years.

For the 3,261 nationals of the United Kingdom, Norway, Iceland, Uruguay, Venezuela, Chile, Argentina, Colombia, Peru, and New Zealand living in the municipality, it is necessary to have legal residence in Portugal for more than 3 years.

With citizens from more than 140 nationalities residing in the municipality, this campaign aims to strengthen active citizenship, bringing the reality expressed by the electoral rolls closer to that of the residents, encouraging everyone to contribute their ideas to improve community life. According to data from AIMA - Agency for Integration, Migration, and Asylum, for the years 2020-2023, nearly 43,000 foreign citizens from 148 different nationalities reside in the municipality of Cascais. Of these, under current legislation and international agreements, 75% can vote locally as long as they are registered in the parishes of their respective areas of residence.
Among the most represented nationalities are Brazil, with more than 14,600 residents in the municipality, citizens from European Union countries (more than 12,000), with a predominance of Italy (more than 2,700), followed by Germany (more than 1,600), Spain (1,400), and France (1,300). The number of UK citizens residing in the municipality exceeds 2,600.
